Millane Partners is not a developer but has extensive experience in and knowledge of the private sector development process as well as campus planning theories and practice. Institutions of higher education, research and governmental entities generally engage Millane Partners to represent their interests in structuring a development project, assisting the institution to select the right developer for the specific type of development, generally through an RFP process, and thereafter to represent the Institution’s interests in the negotiations of ground leases, tenant leases, development agreements, campus covenants, management agreements, bond documents and related real estate and finance transaction documents. Millane Partners specializes in public-private partnering for the development, leasing and management of self supporting, sustainable, real estate projects such as student housing, bookstores, central utility plants, research parks, hotel conference centers and mixed use projects. Millane Partners has significant experience bringing private sector expertise, equity, and financing to the public sector real estate transaction and representing the Institutions’ interests today and for future administrations. Millane Partners’ private sector experience includes working with developers, architects, engineers, underwriters, brokers, accountants and attorneys for transaction structuring, development, purchases and sales, leasing, asset management, document negotiation, property operations, cost avoidance and cost recovery. David Millane, a former budget officer and financial manager for the U.S. General Services Administration and the National Archives, brings over 30 years of federal government budgeting, finance and operations experience to the firm as its Chief Financial Officer. His experience includes federal budgeting with the Office of Management and Budget, Congressional appropriations, and capital vs. operating lease scoring issues. Mr. Millane served as a US Naval Officer in Viet Nam, holds a BA cum laude from Dartmouth College and an MBA from the Wharton School. Joanie Millane has a broad range of experience in the field of project delivery. She was formerly responsible for the asset management divisions for the Resolution Trust Corporation and the Carlyle Group in Washington, DC, and more recently, she was Assistant Vice President for Asset Management at the University of Maryland and the Executive Director of Johns Hopkins Real Estate. Ms. Millane brings over 30 years of strategic planning expertise to Institutions of Higher Education to finance and implement their real estate projects supported by her experience with various facility types including mixed-use projects, commercial and retail space, hotels and conference centers, retirement housing, research centers, University administration buildings, student housing, and parking facilities. She has been responsible for purchasing, selling and leasing office, research, classroom, hotel, conference and retail space, drafting RFP's, selecting development teams, and negotiating the transaction documents to protect the interests of the Institution. Ms. Millane has prepared Presidents of Universities to seek approvals before their management, Boards of Regents, State’s Office of the Attorney General and Boards of Public Works and has made numerous such presentations on their behalf. Ms. Millane serves as faculty, teaching public-private real estate and financing concepts for numerous national organizations such as the Urban Land Institute, the Lincoln Institute for Land Policy, the National Association of College and University Business Officers, and the Society for College and University Planning. Ms Millane is a member of the Board of Directors of the Neighborhood Design Center, a Committee Chair for Boys Hope/Girls Hope, and is an elected member of Lambda Alpha, a national land use and preservation honor society. She holds a BS degree from Cornell University and an MBA from the Wharton School at the University of Pennsylvania.
